Mr. Carlton Samuels

Carlton has an extensive portfolio of work in the areas of Organizational Transformation with the strategic use of ICTs, Internet Governance, corporate governance reform and technology in education. He is a member of the Expert Working Group charged with devising the next generation registration data directory services for the Internet, a Vice-Chair of ICANN’s At-Large Advisory Committee (ALAC), a foundation member and the inaugural Secretary for the Latin America and Caribbean Regional At-Large Advisory Organization (LACRALO) of ICANN. He is also a member of the Advisory Committee for the Jamaica Library and Information Network (JAMLIN) in Jamaica and chairs its subcommittee reviewing the terms and conditions of service for librarians and information professionals in the public sector, member of the Board Committee for ICT Governance HEART/NTA, Director of the Caribbean Internet Forum, a member of ICT4D Jamaica. He was recently appointed by the Cabinet of the Government of Jamaica to chair the National ICT Advisory Council.

He was the former Chief Information Officer & University Director of IT at The University of the West Indies, Member of the CARICOM ICT Advisory Committee, Member of the board of e-Learning Jamaica Company, an Advisory Board member for the Microsoft Partners in Learning initiative and member of the Information Management Committee of the Scientific Research Council (SRC).

Carlton works principally as an international consultant in the areas of governance, information and communication technologies in development with a focus on business strategy development, ICT policy development, business process re-engineering and ICTs in education. He also teaches Information Science as an adjunct in the Department of Library and Information Studies, the Faculty of Humanities and Education at the UWI, Mona.

Carlton has undergraduate and graduate degrees and diplomas from The University of the West Indies, George Mason University, MIT and UC Berkeley, respectively. His industry experience covers telecommunications, financial services, strategic management consulting, higher education and technology service delivery.
